Conditions at Proposal (June 1996): Beede Waste OIL is an i nactive waste OIL recycling and virgin fuel OIL storage and distr ibution facility located on Kelley Road in Plaistow, Rockingham C ounty, New Hampshire. The site includes two adjacent parcels tot aling 39 acres. The first parcel has been occupied by oil-relate d businesses since 1926, when Robert Beede operated a waste OIL r ecycling facility on site, receiving waste oils, collecting and s toring the oils on site in containers, and then reselling usable oils to asphalt manufacturing facilities and towns for dust suppr ession. Between 1964 and 1979, Cash OIL operated on site, and in 1979 Cash Energy, Inc. purchased the property. The last oil-rel ated business, Tri-State Resources, left the property in August 1 994. Waste OIL was deposited in a surface impoundment for an unkn own duration between 1960 and 1975 and in an underground storage vault from an unspecified date until its removal in 1991. On-site soil is contaminated with POLYCHLORINATED BIPHENYLS (PCBS), which was also present in many of the aboveground storage tanks and drums. VOCS and metals are present in groundwater on site and in adjacent residential supply wells. Groundwater is the sole drinking water source in Plaistow. Floating OIL, referred to as light non-aqueous phase liquid (LNAPL), is present on groundwater beneath the site at a thickness of up to five feet and contains PCBS and VOCS. PCBS, VOCS and metals contamination are also present in soil and soil piles and in surface water and sediments from adjacent Kelley Brook, which is a local fishery.
